Rand and Kelly Paul Rand Paul is a practicing opthamologist and the son of Congressmen Ron Paul. Rand was born in 1963 and attended both Baylor and Duke University School of Medicine. Dr. Paul is married to freelance writer Kelly Paul and has 3 sons. The Paul family currently reside in Bowling Green Kentucky. Rand Paul founded and is the current chairman of a tax honesty group, Kentucky Taxpayers United (KTU). The group is a watchdog organization that keeps close tabs on state legislatures taxing vote records and policies. They are a non-partisan group and inform Kentucky constitutes on where their representatives stand and vote on taxation issues.
